About the Role

Aviation Redevelopment is looking for an experienced Safety Manager to manage safety operations of construction activities in accordance with contract requirements and best management safety practices.

Responsibilities

Under the direction of the Program Director, EWR Redevelopment, the Safety Manager will: 

  • Conduct routine site assessments to identify hazardous work practices and conditions;
  • Liaise with construction managers and contractors in developing corrective action strategies to eliminate hazardous conditions and prevent workplace incidents;
  • Participate in safety meetings, job briefings, plan reviews, progress meetings, "toolbox talks";
  • Review contractor submitted health and safety plans, job hazard analyses, means and methods, and pre-task plans to ensure compliance with Port Authority Safety Standards and regulatory conformity;
  • Participate in and document accident and incident investigations;
  • Ensure adherence to Port Authority Safety and Security Program Standards, Policies and Procedures and any other related regulatory safety standards;
  • Evaluate proposed operating procedures modifications and refer proposed changes to management as needed for review and approval. This includes review of temporary change notices, engineering change notices and field modification instructions issued by the Operator;
  • Prepare weekly, monthly, quarterly, summary reports, KPIs and safety metrics, for trend analysis;
  • Maintain and update PA Audit Plan and perform internal audits including audits and inspections of safety, facilities and maintenance records;
  • Coordinate and liaise with PA Risk and ATSOB to ensure correct policies and protocols are being communicated with contractors;
  • Coordinate with PAPD and facilitate interdepartmental emergency drills utilizing tabletop and field simulation of emergencies;
  • Participate as a subject matter expert in depositions, hearings, or other legal matters as required by PA Law Department;
  • Ensure coordination with Facility Operations, ARFF, PAPD, Fire Marshalls and PA Emergency Operations Center (EOC) in preparation and responding to emergency;
  • Coordinate EWR Redevelopment Emergency Response Plan with PA and Regional plans as required;

Participate in EWR Airport and AirTrain full scale exercises as needed

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university;
  • Minimum of five (5) years or more working in the safety management, health or   environmental field
  • Knowledge of safety rules, regulations related to Transit Safety Based entities like OSHA, FRA, FTA or DOT
  • Ability to respond to construction site emergencies, Emergency Operations Center (EOC) duty, etc. 24 hours/seven days a week.

Desired Qualifications

  • Understanding of OSHA regulations for Construction and General Industry;
  • Understanding state and federal safety standards and guidelines, including but limited to the following agencies, NJ DOT, FAA, etc.;
  • Possess a valid OSHA 30-hour card in the Construction Industry less than five-years old;
  • Ability to research federal, state, and local regulations and databases;
  • Experience performing comprehensive focused safety inspections on major construction projects;
  • Experience in accident causation investigations and documentation;
  • Experience in the review of contractor health and safety plans, job hazard analyses, and work plans;
  • Excellent interpersonal, communication and writing skills;
  • Demonstrated effective project and contract management skills;
  • Demonstrated statistical proficiency and statistical report generation;
  • Demonstrated ability to manage multiple tasks simultaneously to meet tight deadlines;
  • Demonstrated experience responding to and dealing with emergencies;
  • Safety certifications such as CSP, CHST, OHST and/or willingness to obtain;
  • Field supervisory experience of construction activities.
