AIHA/Local Sections MOU

Over the past year, AIHA has undergone a comprehensive review of our programs, products, services, and activities in an effort to address a deficit budget and to better align our programs and services with the mission and goals of the organization. As part of the review process, a Board subgroup was tasked with looking at Local Sections. That subgroup was comprised of AIHA Board members Dave Roskelley, Elizabeth Pullen, Cheri Marcham, Dianne Grote-Adams, and Jeff Throckmorton, Chair of the Local Sections Council. While the subgroup did not make any recommendations regarding the current local section structure, they did engage in thoughtful discussion about ways to more closely unify the missions and goals of AIHA and local sections. As a result of those discussions, the subgroup has drafted the attached Memorandum of Understanding (MOU) that they hope will ensure that each organization understands its role in the partnership and further clarify roles and responsibilities.

The AIHA Board believes that the implementation of a more formal agreement such as this MOU will further communication among industrial hygienists at the local and national levels, will increase stability in the profession, and will strengthen both the local sections and AIHA.

Please review the attached draft and share it with your local section membership. At the upcoming Leadership Workshop, local section attendees will have the opportunity to discuss the draft MOU with other local section leaders, their local section Regional Representative, and AIHA Board Coordinator during one of the breakout sessions.

We look forward to your input. If your local section is not sending a representative to the Leadership Workshop, we are still interested in your feedback. Please send your input to Thursa La Pecoraro, Program Manager/Local Sections, at tla@aiha.org We believe that both the local sections and AIHA will benefit as we work more closely together to achieve our common goals.

GLS Summer Meeting

We hope to see you all at our Summer Meeting on July 26, 2010. The meeting will be held at the GTRI Conference Center, 250 14th Street NW, Atlanta, GA from 9 am until 4:30 pm. Nancy Orr will be presenting "Ethical Fitness: Choosing Between Right versus Right."

As you are probably aware, beginning with the 2006-2010 Certification Maintenance (CM) cycle, at least 0.33 CM points per 5 years must be in the "IH Ethics" rubric/point category. These count toward the 10-point minimum for "IH" points . The ethics training scheduled for our July 26 meeting will meet this requirement (e.g., item 4b on the current CM worksheet).

The Obama Administration has released details on the 2010 Budget - OSHA is to receive a 10% increase to $563 million. The breakdown –

The FY 2010 budget will promote the Agency’s mission and priorities through a request of $563,620,000 and 2,360 FTE, an increase of $50,578,000 and 213 FTE over FY 2009 levels.

The FY 2010 budget includes an increase of $2,200,000 and 20 FTE to support safety and health standards by expanding the Agency’s regulatory program to meet the complex safety and health threats in today’s workplaces. With the additional 20 FTE, OSHA will expand its capability to examine its regulatory approach in light of new data, information, and approaches available in workplaces, other agencies, and other countries. Of particular interest is the vastly expanded information available on chemicals through programs in other US agencies as well as in other countries. These include such new sources as occupational exposure scenarios that manufacturers will be required to develop to comply with European chemical initiatives, and compilations of data on chemicals assembled by EPA.

An increase of $25,511,000 and 160 FTE will support a reinvigorated enforcement program by expanding the compliance safety and health officer (CSHO) workforce to meet the challenges raised by changes in worker demographics and new technologies. Increasing the number of CSHOs will allow the agency to address the challenges raised by changes in worker demographics and the increasing number of immigrant and vulnerable worker populations. OSHA remains committed to increasing the number of bilingual CSHOs, particularly those fluent in Spanish, to address workers who are not fluent in English. OSHA also plans to increase its whistleblower investigator workforce to meet its responsibility for enforcing the growing number of anti-discrimination laws.

Additionally, an increase of $13,800,000 is for the agency’s State Plans partners who provide safety and health services to 27 states. OSHA will work with its State Plan partners on using increased resources efficiently, and ensure that individual state strategic and annual performance plans track OSHA program initiatives by including an increased emphasis on enforcement directed at high-hazard establishments.

Protecting America's Workers Act Re-Introduced

Yesterday, the Democrats re-introduced the Protecting America’s Workers Act – a bill that would reform several areas within OSHA. Introduction of this bill was expected and upon first review was what we expected. The full version of the bill is not yet available; however I have attached the press release and a summary of the new bill – HR 2067.

Local Section Competition: Member Recruitment Campaign

The AIHA Board asked that local sections help with AIHA’s membership recruitment efforts. As a result, the Local Section Council is promoting a new membership recruitment campaign geared to recruit non-AIHA local section members to become national AIHA members.

By helping recruit AIHA members, your local section will benefit as well. The sections with the highest number of new AIHA members will be awarded FREE Telewebs and Archived Teleweb CDs. In addition, the individual recruiter will be entered into the drawings for AIHA’s Member Get a Member campaign, (i.e., $250 quarterly drawings).

Winning Local Sections will be awarded the following prizes in 2010:

To qualify for the competition, a completed AIHA membership application and dues payment must be received prior to December 15, 2009. Please be sure to tell the recruited individual to enter the name of the local section and the person who recruited them on their application.

For now, the brochure is available on the website. Thank you in advance for your participation in this recruitment effort.

In order to keep you informed of our activity, I am providing you with copies of the following comments (click "read more" to view all four document links).

August 25 – AIHA submitted comments to EPA regarding the issue of asbestos.
September 15 – AIHA submitted comments to OSHA regarding the clarification of requirements to provide personal protective equipment and train employees.
September 22 – AIHA submitted comments to EPA on a proposal to revise the existing fees for EPA’s lead-based paint activities program.
